01 Observation
AI-generated voice, video, image और documents के बढ़ने के साथ केवल laws, warning labels और post-publication detectors synthetic crime को पूरी तरह नियंत्रित नहीं कर पाएँगे। Malicious actors disclosure rules का पालन करने के लिए बाध्य नहीं होते।
अपराधी fake content पर “AI-generated” label नहीं लगाएगा। Voice-cloning fraud करने वाला provenance metadata जानबूझकर हटाएगा। Hacker की तरह वह भी verification system को bypass करने का प्रयास करेगा। इसलिए defensive architecture को केवल नकली content पकड़ने पर निर्भर नहीं रहना चाहिए। उसे original content के जन्म के समय ही उसका cryptographic proof सुरक्षित करना होगा।

- timestamp proofs बढ़ें, लेकिन identity, edit history या chain-of-custody integration अधूरी रहे।
- major provenance ecosystems blockchain/DLT anchoring को scalability, privacy या governance के कारण broadly abandon कर दें;
- 31 December 2028 तक documented production use isolated experiments से आगे न बढ़े;

AI Regulation Creates Demand for Verifiable Content Provenance
The transparency provisions of the EU AI Act require certain AI-generated or manipulated content to carry machine-readable identification and detection signals.
Relevance to GOA-00037
This regulatory development strengthens the central premise of GOA-00037: digital content will increasingly require verifiable evidence of origin, alteration and AI involvement.
Once regulators require content to be technically detectable, platforms and publishers need provenance systems capable of preserving origin information across creation, editing, distribution and republication.
Blockchain remains one possible implementation architecture for tamper-resistant provenance records, but the European regulation does not require blockchain specifically.
Evidence Boundary: The EU AI Act validates the need for machine-readable provenance and disclosure. It does not prove that blockchain will become the universal or legally mandated infrastructure for content-origin verification.
