GOA-00008: Jitna Rokoge Utna Badega — AI Ko Ban Nahi, Curriculum Chahiye

Norway ka AI faisla, 90s ka computer, aur woh samundar jise pehra rok nahi paata — ek observer ki nazar se.

Jून 2026 mein Norway ne aelaan kiya ki 6 se 13 saal ke bachchon ko schoolon mein generative AI ki aam taur par ijaazat nahi hogi. Duniya bhar ke akhbaaron ne ek hi lafz uthaaya — “ban”. Lekin ek observer ka kaam surkhi (headline) padhna nahi, surkhi ke peechhe ka silsila padhna hota hai.

Jo Norway ne asal mein kaha

Norway ne AI ko bura nahi kaha. Unhone tarteeb (sequence) ki baat ki. PM Jonas Gahr Støre ka tark seedha tha — sabse pehle bachche padhna, likhna aur ganit seekhein; uske baad AI. 14 se 16 saal ke bachche teacher ki nigraani mein dheere-dheere, aur 17 se 19 saal ke bachche AI ko poori tarah seekhein taaki kaam aur aage ki padhai ke liye taiyaar hon.

Yeh blanket ban nahi hai. Yeh graduated licensing hai — jaise pehle learner’s licence, phir full licence. Ek tarah se Norway us baat se sehmat hai jo har samajhdaar maa-baap kehta hai: umar ke hisaab se cheez do. Bahas “AI do ya na do” ki nahi — bahas “kis umar mein kitna” ki hai.

Curriculum khud hi age-graded hota hai

Yahaan ek seedhi baat samajhne layak hai. Nursery ke bachche ko hum ABC sikhaate hain, thesis nahi. Koi alag se “ban” nahi lagaata ki nursery waala thesis na likhe — woh apne aap level ke hisaab se aata hai. Padhai har standard ke saath upgrade hoti hai. Toh AI ke liye alag se pehre ki zaroorat hi kahaan hai? Use bhi waise hi standard-wise curriculum mein daalo.

AI ko “ban” karne ki maang asal mein na-samajhi ki maang hai. Sahi sawaal yeh hai — AI ko kis class se, kis level par, kis tarah curriculum mein laaya jaaye. Bilkul waise jaise computer ko laaya gaya tha.

Itihaas gawah hai — 90s ka computer

India mein 90 ke dashak mein computer ko lekar bilkul yahi mahaul tha. “Computer sabki naukri nigal jaayega.” “Accounts rakhne waalon ka kaam khatam ho jaayega.” “Share market mein bawaal aa jaayega.” Aaj woh saare daave bebuniyaad sabit ho chuke hain. Accountant khatam nahi hue — Tally aur Excel ne unhe zyada taaqatwar bana diya. Share market mein bawaal nahi, ek aam aadmi ke phone tak pahunch aayi. Aur jis “naukri khaane” se dara gaya tha, usi computer ne India ko duniya ka IT backbone bana diya.

Aur sabse bada saboot — agar 90s mein Indian schoolon ne us dar ko zehan mein rakh kar computer class band kar di hoti, toh aaj woh Silicon Valley kahaan se aati jismein sabse zyada hissa Bharatiya mool ke logon ka hai? Woh peedhi isliye taiyaar hui kyunki kisi ne ban nahi, class lagaayi.

Ban nahi, boundary

Boundary har cheez ke liye zaroori hai — gaadi ke liye bhi, AI ke liye bhi. Lekin boundary “roko” se nahi banti, “sikhao” se banti hai. Hum 6 saal ke bachche ko car chalaana nahi sikhaate; pehle paidal chalna, rasta dekhna, signal samajhna sikhaate hain — phir samay aane par steering dete hain. Yahi farq hai ban aur boundary mein.

Ek baat saaf rahe — AI computer se ek maamle mein alag hai. Computer ek auzaar tha jise chalaana seekhna padta tha; AI khud kaam kar deta hai. Isliye curriculum ka maqsad “AI chalaana sikhao” nahi, “AI ke saath sochna sikhao” hona chahiye — warna wahi stage-skipping waala dar sach ho jaayega jiski Norway baat kar raha hai. Boundary ka asli matlab yahi hai.

Life without AI banane ki koshish ek din haarne waali ladaai hai. Life with AI — boundaries ke saath — yahi asli kaam hai jo system aur buddhijeeviyon ko milkar karna chahiye. Siyaasatdaanon ko ab yeh samajhna hoga: with AI ya without AI — par AI ko nazarandaaz nahi kiya jaa sakta.

Graha Vyavahaar — Budh Aur Rahu Ki Dosti

Itihaas batata hai ki ab tak kya hua. Graha batate hain ki aage rukega kyun nahi. Budh (Mercury) education aur student ka karak hai — seekhne wali energy. Iska swabhav hi childish hai: tez, chanchal, jaldi badal jaane wala. Aur jo energy Budh ko sabse zyada suit karti hai, woh hai Rahu ki — kyunki Rahu jis cheez ko chhoota hai, use kai guna amplify kar deta hai. Rahu technology ka karak hai. Budh education ka. Inki dosti pakki hai.

Isiliye “technology ki education” aur “education mein technology” — ab ek hi baat hai. Internet ho ya AI, woh seekhne ke dhaanche se alag nahi, usi ka hissa ban chuke hain.

Aur sabse badi baat — Budh sabse tez chalne wala graha hai. Apni is gati ke chalte woh har saal kam se kam 6 baar Rahu se sambandh (link) banata hai. Yahi wajah hai ki education mein technology ka jud‌na itni tezi se hota hai — yeh koi ittefaaq nahi, ek dohraaya jaane wala graha-yog hai. Norway aaj boundary kheench raha hai, lekin Budh–Rahu ki yeh dosti har saal baar-baar us boundary ko dheela karti rahegi. Nateeja saaf hai: education AI ko bahut jaldi apna lega — rok kar bhi koi rok nahi paayega.

My Forecast

By December 2026, more countries will move toward age-based AI education policies, not permanent AI bans. AI will increasingly become part of school curricula with structured boundaries instead of complete prohibition.

Har nayi cheez ka pehle mazak udaaya jaata hai, phir virodh hota hai, phir use dabaaya jaata hai — aur phir bhi woh aage badhti hai. Tab yehi log kehte hain: “Dekha, hum to pehle hi kehte the.” AI ke saath aaj yahi ho raha hai. Governments aur Corporates jo AI ko apna competitor maan rahe hain — woh bhi kal yehi kahenge: “Humne sabse pehle AI adopt kiya tha.” Kyunki AI future nahi — AI bijli hai.
